Role Summary
We're looking for a seasoned Senior Product Manager to own the development of an internal product for Citizen Codex's most important client. You'll be building, shipping, and iterating on an actual product. If you've been frustrated by consulting roles where you advise but never build, or you're looking to work on hands-on product development, this role is for you.
You will be dedicated full-time to this product's success. You'll define and launch the MVP, own the roadmap through ongoing releases, conduct user research, coordinate engineering, product, and design, and drive adoption of a database platform that non-technical users will rely on daily. This is a high-stakes product that requires exceptional product leadership — not just recommendations, but actual product decisions and delivery.
This role needs someone who can operate at both strategic and tactical levels. You'll define product vision while also writing user stories, prioritizing sprint work, and solving day-to-day product challenges. You'll work in a fast-paced, entrepreneurial environment. This product is the company's highest priority, and your success directly shapes Citizen Codex's reputation and future growth. This role also has the opportunity to grow into an expanded client leadership role.
Responsibilities
Product Ownership & Development
- Own end-to-end product development for a platform serving the client's team.
- Own, with the client, the product vision, strategy, and roadmap for a database platform serving non-technical users.
- Take the product from 0 to 1: define the MVP, scope the first release, and lead it through to launch.
- After launch, prioritize features, release improvements, and drive adoption.
- Make product decisions daily: what to build, what to cut, what to optimize.
- Use data to drive product direction and validate decisions.
Delivery and Execution
- Drive agile product delivery through sprint planning, backlog grooming, retrospectives, and demoing progress.
- Coordinate cross-functional delivery across product, engineering, and design teams.
- Balance speed with quality when shipping new and improved features.
- Manage product releases, QA processes, and user acceptance testing.
- Navigate ambiguity and shifting priorities with resourcefulness and calm.
- Solve problems creatively in a lean environment.
AI Adoption & Training
- Lead a tiered training and change management program covering AI fundamentals, ethics, and AI workflows.
- Build institutional knowledge so staff can integrate AI tools into daily operations regardless of future model shifts.
- Identify and prioritize 2–3 high-value workflows for focused adoption pilots, evaluated against criteria such as pain level, bottleneck potential, and business impact.
- Support staff in deploying personalized AI tools and workflows tailored to their day-to-day work.
- Track adoption metrics including pain level reduction and business impact across piloted workflows.
- Translate technical capabilities into accessible learning resources, demos, and documentation for non-technical users.
- Partner with client leadership to drive cultural change and sustained tool usage across the organization.
AI Policy & Governance
- Support the establishment of enterprise-grade data management practices and security policies that protect proprietary client data.
- Help define and operationalize an AI Use Policy and broader governance frameworks for the client.
- Ensure deployed tools comply with ethical and legal standards across all models and integrations.
- Establish user guidelines, access controls, and acceptable-use standards for AI tools across the organization.
- Coordinate security hardening and governance configuration during product set-up and ongoing releases.
- Inform long-term technology strategy and architectural decisions that account for the evolving model and security landscape.
Client & Stakeholder Management
- Serve as the primary product contact for this client engagement.
- Build trust with client stakeholders as the product owner and decision-maker.
- Present product strategy, demos, and progress to client leadership and the broader team.
- Translate client needs into product requirements while maintaining product integrity.
- Anticipate user needs and proactively identify opportunities to improve the product.
- Manage stakeholder expectations while protecting the team and maintaining sustainable pace.
Product Capability Building
- Help establish product management practices, frameworks, and processes that become Citizen Codex standards.
- Create repeatable workflows for similar client engagements.
- Mentor team members in product thinking and user-centered development.
- Champion product excellence across the organization.
- Contribute to proposals and business development by demonstrating product development capabilities.
Qualifications
Required
- 7+ years of product management experience in start-up or fast-paced client-facing environments.
- Deep expertise building data products or platforms for non-technical users.
- Proven 0-to-1 product development experience: taking a data product from concept through MVP definition, build, and launch.
- Proven track record in startup or fast-paced product environments where you've owned outcomes.
- Exceptional communication and stakeholder management skills. Able to build trust and influence without authority.
- Demonstrated ability to work autonomously and drive results with minimal oversight.
- Strong conviction balanced with humility. You know when to push and when to listen.
- Passion for building products.
Preferred
- Experience scaling products through multiple growth phases (MVP to maturity).
- Track record establishing product practices, processes, or functions.
- Experience as the dedicated product owner where product success is tied directly to customer success.
- Proven ability to lead cross-functional teams with limited resources.
- Comfortable navigating dynamic environments where requirements evolve rapidly.
- Experience mentoring PMs or establishing product management discipline in growing organizations.
- Track record of shipping products on aggressive timelines while maintaining quality.
Bonus Points For
- Understanding of knowledge graph database fundamentals.
- Familiarity with LLM applications, particularly semantic search, summarization, or other AI-powered features.
- Passion for democratic institutions, civic engagement, or public interest technology.
- Experience establishing product operations or processes in early-stage or growing organizations.
- Background in consulting and hands-on product development.
